but also walks the walk outside Parliament; as the UDM has demonstrated by taking issues that are important to the people of this country such as floor-crossing and the disbandment of the Scorpions to the courts, at considerable expense. |

COPE is about the welfare of our people where Poverty eradication, Crime eradication, Job Creation, Health Care System and quality of Life improvements, are at the CORE of our existence as a party.

COPE wants to improve the electoral system as a way of intensifying our democracy by allowing people the choice of the Sates President and the Premier Direct as well as Mayors etc., with the view to hold these directly accountable to people and that people by their own choice, can vote them out if they do not perform in accordance with their promise. |

You want a political party with an economic policy based on the realisation that we need to grow the economic cake, instead of simply re-dividing the existing slices which will merely continue to leave most people in poverty and despair.

Where we are in government, we ensure that priority is given to address the needs of the poor and ordinary South Africans. For example, we opposed the DA's budget in Cape Town until they agreed to put in safeguards for the poor.

We need a change for the better by creating a delivery state to remove delivery failures of our current government.
|
According to a recent World Economic Forum report (2007), South Africa has one of the worst educational systems in the world. That is why the ACDP will replace Outcomes-based Education (OBE) with value-based education (VBE) that promotes the development of reading and writing skills, the intellectual, physical, emotional and spiritual virtues of our nation. This will help instill discipline and respect at schools which will, in turn, effectively address harmful influences such as drugs and violence at schools.

- a diversified education system that properly caters for the vocational, technical and academic needs of the country
- a highly qualified, highly motivated and adequately remunerated profession of educators
- adequately resourced institutions of learning
- more teacher training colleges and the provision of more bursaries in targeted subjects such as mathematics and science
- education policy-making devolved to provinces with the autonomy to formulate their own education policies
- Discipline of both learners and educators. A respect for authority and a respect for the profession must be reintroduced. We will revisit laws that allow for or encourage anti-social behaviour
- a culture of accountability throughout the education system at both teacher and management level
- free education up to and including grade 12
- more affordable and more competitive tertiary education

The ANC has worked together with the people of South Africa over the past 14 years to make the country a better place by providing millions of our people with access to housing, water, sanitation, electricity, health care and education.
|

AFD will revamp our criminal justice system to remove crooks, criminals and the corrupt from this system.
|
The ACDP will introduce incentives for companies to invest locally, whilst ensuring that local manufacturers are able to compete fairly against importers that are heavily subsidised. We believe this will help to reduce high poverty levels and unemployment.
|
- short-term measures to improve the living standards, including improved infrastructure – better roads, water, energy and sanitation; improved grant system – increased, more transparent and means-tested benefits for the aged, children, child-headed families, and carer’s of Aids orphans; and improved healthcare – better and more widely available local preventive and curative care at minimal cost
- long-term to equip the poor with the skills to build for themselves a better life, including improved education (see below), resuscitated rural agriculture to ensure food security and sustainable livelihoods; and municipalities and provinces as key role players in addressing poverty with their powers and resources to deal with poverty bolstered

The ANC has shown it can effectively manage the economy, even through difficult times. Since 1994 our economy has grown faster, created more opportunities and more jobs, and has withstood global economic crises.

We will create a better public service that serves the public rather than cater to political parties, politicians, and their hangers-on.

FAMILY VALUES
If we are to see true moral renewal in our country, it must first start with us and then our families. We cannot hope to build our nation while at the same time destroying families. The ACDP commits itself to promote and protect family values. Our policies will strengthen the role and respect for marriage and parenthood to build stable families as the cornerstone of society.

THE IFP WILL ROOT OUT CORRUPTION
Alongside many successes of our transformation runs a parallel story of corrupt elected representatives and government officials. The ANC may have repeatedly condemned corruption verbally, but it remains non-committal in practice.
The IFP stands for:
universal crackdown on corruption with all instances of existing graft, cronyism and nepotism exposed and punished harshly- transparency with all potential corruption discouraged by cutting red tape and streamlining the business of government. |
The ANC has shown that it has the policies and commitment to tackle poverty. Many more poor people now have access to social grants, free basic water and electricity, and other support from government.

Improve our unhealthy public health system and overhaul our schooling system in order to provide better health service and quality education to the citizenry.
|
CRIME
The ACDP will implement a zero-tolerance, anti-crime strategy that includes:
- Denying bail for certain categories of crime; and
- Introducing restorative justice that will be applied by the payment of restitution to victims of crime.
|
THE IFP WILL FIX CRIME
- adequately resourced, effective, efficient and professional police service
- upgraded training system for the police with a special focus on investigative skills and forensics
- decentralised policing, even to the local level
- police empowered to use force whenever it is reasonably necessary
- more community involvement in crime prevention and in inculcating a culture of respect for authority
- more focus on retributive justice and the victim’s rights
- mandatory time-frames to improve the efficiency of court judgments and sentencing
- improved accessibility to the courts by ensuring affordable legal costs and by improving the legal aid system
- improved working conditions of the judiciary and the police
- depoliticised appointments to the bench and the police

Great progress has been made in making education more accessible to all. Now we need to work together to improve the quality of education, and reduce the cost of education to the poor through things like the expansion of no-fee schools.
|

5. |
Create a conducive environment for economic development for businesses to expand employment and for government to limit social grants to the truly and traditionally needy.
|
HIV/ AIDS
The ACDP will implement:
- Morally-based life-skills programmes that promote abstinence and fidelity;
- Effective home-based care; and
- Anti-retroviral treatment programmes through public and other health care services. While the infected are provided with ARVs, care and counselling, the affected families will also be given moral support.
|

The ANC has working policies that have been tested and strengthened in partnership with the people. The ANC will continue to work together with all South Africans to speed up progress towards a better life for all.
