The ANC if you can remember what Sello Moloto said at his Premier speech,decided that all big chunk tenders that are not emergencies be canned until after elections.The complains you are raising are actually the Mbeki government issues as Kgalema is just a caretaker President.The ANC of Polokwane takes over the reins of government after April 22.The likelihood is that all the provinces are going to be taken by the ANC with the exception of Western Cape,whereby no party has never won a 50% majority due to the racial coonfusion existing there.
